Enhance the production systems of subsistence farmers to achieve food security and improve livelihoods.</li> <li>Oversee partnerships with national and international stakeholders involved in food security initiatives. Develop and provide strategic support to Land Reform beneficiaries. Develop norms and standards to guide support for land reform and other land beneficiaries. Provide strategic support on land reform farm value chains. Coordinate land development support on acquired land.</li> <li>Facilitate the provision of Department of Agriculture (DoA) education and training to support sustainable growth and equitable participation in the sector. Facilitate and support education and training skills development within the sector.</li> <li>Promote the development of centres of excellence for sector skills training. Develop, manage, and coordinate sector transformation policy and strategy aligned with government objectives for the DoA.</li> <li>Provide national extension support services. Develop norms and standards for extension and advisory services. Set norms and standards for all service providers, extension officers, equipment, offices, training levels, and qualifications. Monitor and evaluate the implementation of these norms and standards. Coordinate the implementation and monitoring of the national extension recovery plan in consultation with Provincial Departments of Agriculture (PDAs).</li> <li>Develop and assess the effectiveness of various extension and advisory service delivery methodologies relevant to the sector. Provide sound development finance services for DoA programmes. Promote the development of DoA financing programmes. Facilitate and manage sector development funding. Facilitate the development of funding instruments. Provide a national policy framework for development financing. Coordinate the development and implementation of financing programmes.</li> <li>Facilitate development finance initiatives within the DoA. Provide strategic direction and guidance on resource management within the Branch. Support the Minister and Director-General (DG) in developing solutions for Branch-specific challenges to ensure delivery of Branch key result areas. This includes contributing to strategy development, accountability for inputs to parliamentary committee meetings, cluster meetings, implementation of the sector plan, etc.</li> <li>Articulate the Departmental Strategy consistent with the Medium-Term Strategic Framework (MTSF) and relevant to the Branch’s programmes. Support the DG in leading the implementation of this strategy. Ensure synchronization of the Department’s deliverables with those of the PDAs and other government entities reporting to the DoA. Develop Service Level Agreements (SLAs) with relevant State-Owned Entities, aligned with sector priorities.</li> <li>Lead the Branch in implementing policy priorities and achieving Branch strategic objectives, including setting targets. Mobilize and allocate resources according to defined priorities. Monitor and evaluate project implementation, ensuring appropriate progress tracking, analysis, and reporting.
