Deputy Director: Internal Control and Compliance

  • Job Type: Full Time
  • Qualification: Bachelor’s degree (NQF level 7) in Financial Management, Auditing/Accounting or equivalent. A postgraduate qualification and professional certification (e.g., CA(SA), CIA, CISA) are advantageous.
  • Experience: 5‑6 years in internal control, auditing or financial governance, with at least 3 years in a supervisory or middle‑management role.

Qualification Requirements

  • A relevant Bachelor’s Degree (NQF level 7) in Financial Management, Auditing/Accounting or equivalent.
  • Postgraduate qualification is advantageous.
  • Professional certification (e.g., CA(SA), CIA, CISA) is preferred.
  • Minimum 5‑6 years of experience in internal control, auditing or financial governance, with at least 3 years in a supervisory role.
  • Knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, the Pension Fund Act, and Generally Accepted Accounting Principles (GRAP).

Key Performance Areas

  • Manage pre‑audit and financial control operations and monitor procurement policies and procedures.
  • Develop and implement the GPAA Internal Control Strategy and provide strategic advice to the CFO and Executive Management on governance, compliance and audit readiness.
  • Report on project progress and performance against approved plans.
  • Ensure compliance with financial prescripts, Treasury Regulations and legislative frameworks.
  • Develop, implement and monitor internal control manuals and procedures.
  • Evaluate and communicate internal control weaknesses and develop action plans for audit findings.
  • Compile registers of irregular, unauthorised, fruitless and wasteful expenditure.
  • Prepare input for interim and annual financial statements and manage finance registry filing.
  • Support finance registry officials, maintain a structured records classification system and ensure safe keeping of financial records.
  • Oversee risk assessment for the Chief Directorate: Financial Management, maintain the risk register and action plan, and manage unit resources and staff performance.
  • Allocate work according to workload, expertise and development needs, and implement staff development and succession planning.
  • Monitor compliance with employment equity requirements and unit budget and expenditure.
